Duty-Free Fuel Regulations in Montenegro: A Timeline of Changes

From June 2022 until January 2025, duty-free fuel in Montenegro was limited to commercially registered yachts and commercial and cargo vessels. During this pause, privately registered yachts were not eligible for duty-free fuel. As of January 2025, the regulations have resumed, allowing all yachts to take advantage of the duty-free pricing, but with updated requirements.

Eligibility and Pricing

Before and Now: The price for duty-free fuel remains unchanged completely free of duties and taxes. This makes Montenegro more cost-effective than neighbouring Albania, where only VAT is excluded from fuel pricing.

72-Hour Stay Requirement

Before: There was no requirement for yachts to stay in Montenegrin waters for 72 hours before refuelling. Yachts could simply arrive, complete check-in procedures, refuel, handle clearance out procedures, and depart.
Now: All yachts must stay in Montenegrin territorial waters for a minimum of 72 hours after the day of arrival before being eligible to refuel duty-free. This means that itineraries must now account for this condition when planning refuelling stops.

Documentation and Compliance

Before and Now: Yachts are required to hold a valid vignette (transit log) to stay in Montenegrin territorial waters. The vignette’s validity must extend at least three hours beyond the planned end of refuelling operations to ensure compliance.

Timing and Scheduling

Before: Timing was more flexible, and same-day bunkering slots were often, except for the peak of the summer, available. Yachts could refuel with minimal advance planning.
Now: Refuelling operations require much more advanced planning due to stricter time regulations. Same-day bunkering is now unlikely, and all refuelling operations must be scheduled well in advance.

How Yachts/Captains/Clients Should Organize Accordingly?


To navigate these updated regulations and ensure smooth operations, yacht captains, management, operators and owners should take the following steps:

Plan Itineraries Carefully

Ensure itineraries account for the 72-hour stay requirement before refuelling. Work closely with agents to synchronize schedules and avoid unnecessary delays.

3. Valid STCW or other skipper or Captains licence that is adequate for yacht
4. PoA (Power of Authorization) - If owned by private person, either owner have to be on board or Captain should have notarized PoA from the owner of the vessel, or if Company or Legal entity is owner of the yacht then it need to be present PoA with valid sign and stamp from legal entity
5. List of all crew member as well as guest on board with their identifications documents number and expiry date - please be noted that visa regulations must be check before arrival to Montenegrin boarders and passport should be valid for no less then 3 months.

Update Greece - August 5, 2020

Entry to Greece:

1. Is allowed for Greek citizens, regardless of their country of origin, on the condition that they have a Greek passport or a special identity card for expatriates;
2. Citizens and residents of the European Union (EU);
3. Citizens and residents of the EU+. This includes Schengen countries that are not in the EU (Iceland, Norway, Switzerland, Lichtenstein) plus Bulgaria, Croatia, Cyprus, Romania, Ireland and the UK. Non-EU passport holders with EU permanent residence permits may enter Greece. Contact the Greek Embassy in the country of your residence to verify your residency documents and they will permit you to enter Greece;
4. Citizens and residents of the following non-EU countries: Algeria, Australia, Canada, Georgia, Japan, Morocco, Montenegro, New Zealand, Rwanda, South Korea, Thailand, Tunisia, Uruguay.

All sea connections between Greece and Turkey, Greece and Albania will remain closed until August 14th!



As from 16 July, member states should gradually lift the travel restrictions at the external borders for residents of the following third countries: 
Algeria, Australia, Canada, Georgia, Japan, Morocco, New Zealand, Rwanda, South Korea, Thailand, Tunisia, Uruguay, China, subject to confirmation of reciprocity.

Regarding the epidemiological situation, third countries listed should meet the following criteria, in particular:
1. Number of new COVID-19 cases over the last 14 days and per 100 000 inhabitants close to or below the EU average (as it stood on 15 June 2020);
2. The stable or decreasing trend of new cases over this period in comparison to the previous 14 days;
3. The overall response to COVID-19 taking into account available information, including on aspects such as testing, surveillance, contact tracing, containment, treatment and reporting, as well as the reliability of the information and, if needed, the total average score for International Health Regulations (IHR). Information provided by EU delegations on these aspects should also be taken into account.

Schengen associated countries (Iceland, Lichtenstein, Norway and Switzerland) also take part in this recommendation.

NOTE: Entry into Greece regardless of nationality is allowed for all crew members on private or charter vessels. Upon entry of the passenger who will be staying on the private or charter yacht the measures apply as for Greek and foreign nationals listed in the text above.

Approval for the movement of a crew member who does not have a visa

If you have decided to visit Montenegro and leave a vessel in one of the Montenegrin marinas for a longer period, and some of your crew members do not have a visa, do not give up your plans, please contact the Yacht Agent Montenegro team.

Short term and long term berthing

A crew member of a foreign yacht who does not have the required visa during the stay of a yacht in the area of the border crossing or port may be granted a movement for a maximum of 90 days.

From year to year, Montenegro is increasingly turning to nautical tourism, which is why the number of owners who are interested in leaving their vessel to stay in one of the Montenegrin marinas increases (Marina Bar, Marina Budva, Marina Kotor, Porto Montenegro-Tivat).

The International Convention on the Safety of Human Life at Sea prescribes that a vessel, regardless of whether it sails or is in berth, must have a minimum number of crew members. The reason for this is to provide security and protection of the vessel itself (fire, storm) and the sea (oil spills).


Bearing this in mind, the Government of Montenegro has issued a legal solution that gives the crew member the possibility to regulate a stay in Montenegro without a visa and for more than 90 days. 


Approval is obtained by submitting an official request from the owner of the vessel.
With the official request for the approval of a temporary stay, a member of the crew would be obliged to provide the following evidence:
1) to have means of subsistence;
2) have a secure accommodation;
3) have health insurance;
4) to have a valid travel document or identity card issued by a competent authority of another state;
5) that he has not been imposed a ban on entering and staying in Montenegro (which is obtained by the Ministry of the Interior under official duty);
6) that in Montenegro he has not been convicted of a final sentence of imprisonment of up to six months in prison for a criminal offense prosecuted by official duty or the legal consequences of the conviction ceased (which is obtained by the Ministry of the Interior under official duty);
7) that in the country of origin he has not been convicted of an unconditional sentence of imprisonment for a term of more than six months for a criminal offense prosecuted by official duty or the legal consequences of the conviction have ceased;
8) there is no interference for reasons of national security, public order or public health (what is obtained by the Ministry of the Interior under official duty);
9) to provide proof of justification of the application for granting temporary residence (which would be a lease agreement for a yacht owner with a port in Montenegro for a period of 90 days and a corresponding confirmation that the alien is a member of the crew of a yacht).

Mediterranean yachting season is at its end. We will have 3rd MYBA-Pop Up Super Yacht Show in Porto Montenegro from 8th to 10th September 2017. Preparations are in progress.

This tourist season was amassing, for Porto Montenegro and for the Montenegro as a country as well. Porto Montenegro is award from TYHA and MIA associations, and it is first and only Marina in the world to have such recognition. Damen Shipyards announced they are coming to Montenegro as a partner of Porto Montenegro, to build so we will have round up service of yachting industry on the highest level. We had all kinds of promotions and cultural events. Altogether one very successful summer.

End of season at our part of the beginning of the season on Bahamas, Caribs, Pacific islands, Australia.

For those who want to stay, they may. Our ports and marinas have berths all year long (Porto Montenegro, Marina Kotor, Marina Bar, Dukley Marina Budva), some of them have berths on land for winter (Marina Bar), but only for smaller vessels. We have 275 sunny days average in. We are not yet in the European Union. VAT for yachting industry is 7%. We are not on this list:

Marina will consist of 176 berths and will allow entrance to vessels of up to 35 meters in length. Marina is being built in the Trašte Gulf. Kotor - Only a few kilometers from Lustica Bay is the historical town of Kotor. The winding cobbled streets, old city walls, the fortress of San Giovanni, Cathedral of St.Tryphon, St. Nicholas and St. Luke churches and the Maritime Museum, are some of the reasons why you should visit Kotor. Tivat - The youngest and most modern town in the Bay of Kotor. Dukley Marina Budva Dukley Marina Budva is located in the heart of the Budva Riviera and is a part of the resort which carries the same name. This marina is one of the most beautiful nautical destinations in the Adriatic. Opening hours of the Harbour Office in Budva are 07-15h, and there is a possibility of introducing a second shift during the summer season.
Marina has 350 berths in the inner part of the harbour, mainly for motor boats and super-yachts (up to 70m in length), but there are about 50 berths for visiting the yachts at the dock and two pontoons with a maximum draft of up to 5.0 meters.

The old town of Budva

The walls and the towers of the Old Town are a testament that Budva is one of the oldest cities of the Adriatic. Becici

Becici is situated 5km northeast of Budva. Becici beach is 1 950m long, and it is known to be among the most beautiful beaches in Montenegro and the southern Adriatic. This beach won the Grand Prix in Paris for the most beautiful beach in Europe in 1935.

Sveti Stefan

Sveti Stefan is a settlement near Budva, located only 10 km away. Sveti Stefan is connected to the mainland by a narrow earthen causeway, which is probably the reason why they started calling it the "Montenegrin Palm of Dubai." Although this is quite questionable, since Sveti Stefan has existed for hundreds of years, while the Palm not even a decade. This island is the most luxurious resort in Montenegro and one of the most luxurious resorts at the Adriatic coastline.

Petrovac

Luka Bar, located at the entrance of the Adriatic, more precisely on 42˚05 'north latitude and 19˚05' east longitude. Port of Bar, united with railway and road traffic, represents an important link in the intermodal transport, which gives it a huge advantage over other ports in Montenegro, but also in the region. Port of Bar is located in the heart of the city, and in its vicinity there are hotels, a restaurant, bank and everything you might need during your stay in Bar.
The old part of town, Old Bar, is located 50 km southeast of Budva. Well-preserved remnants of the walls and fortresses, dating from the 9th century, provide a beautiful view of the town and its surroundings that binds all travellers to come and visit. The most attractive part of the old town is the old olive tree which is 2000-2500 years old. It is one of the five oldest olive trees in the world, and still bears fruit. In addition to Old Bar, Bar aqueduct is the only such construction in Montenegro, and one of the three largest in the former Yugoslavia. 

Ulcinj 

The old town of Ulcinj is one of the oldest architectural and urban units of the Adriatic. 
It is a common opinion that the Old Town with its Illyrian walls, the Citadel, a set of street networks, markets and squares, valuable architectural buildings, especially urban landscape, is in its entirety a cultural and historical monument of vital importance. As the most important historical sites of Ulcinj, we suggest you to visit: Balšića Tower, the Palace, the courts and the Square of Slaves. 

Jaz 

Jaz is a beach located 3 km west of Budva. It consists of two parts, one with the length of 500m, and the other of 300m. Being one of the longest beaches in Montenegro it is a favorite among tourists. 

Kotor 

For its beauty, vastness and magnificent terrain, the Bay of Kotor is among the most interesting natural attractions of the Mediterranean. Surrounded by Mount Lovcen and the sea, Kotor is located at the end of the Bay of Kotor, officially one of the 25 most beautiful bays in the world. It is about 23 km from Budva. The old town is surrounded by high walls, above which rises the old fortress on the Sveti Ivan hill (260 m). 
The old town of Kotor has three gates. The gate facing the sea that led to the city promenade and coastline; The gate near the river faces the direction to Risan and Herceg Novi; while the gate of Gurdic, faces the direction to Trojica and the intersection of Cetinje - Budva. 
When you come to this town, you will be able to visit some of the most famous attractions: the walls of the old city, Cathedral of St. Tryphon, Church of St. Nicholas and St. Luke, Maritime Museum ... 
Since 1979 Kotor is on the UNESCO’s list of protected world cultural heritage. 

Tivat and Porto Montenegro 

Tivat is one of the youngest and most modern cities of the Bay of Kotor, situated 25km west of Budva. Porto Montenegro marina is situated in the Bay of Tivat. The marina was made by following the best world standards, which makes Tivat a very popular tourist destination. You will enjoy the luxurious resorts, sandy beaches and rich content of the marina Porto Montenegro. 

Lake Skadar 

The largest lake in the Balkan Peninsula is only 40 km away from Budva. The lake is filled with islands and peninsulas which have many traces of history and valuable cultural heritage, some of which are the Lesendro castle on a rock in the middle of the lake and the fortress Grmožur. Clear water and preserved environment enabled the development of extremely rich eco-system. This is the only habitat of pelicans in the south of Europe. 
Along the shores of the lake there are two small towns called Virpazar and Rijeka Crnojevića. Nearby are the remains of the town of Obod, where the first printing house was built. In 1494 the first book in this part of Europe, Oktoih, was printed here.

Distance of Portonovi from Montenegrin marinas:


Marina Portonovi is located 3.5NM of the only town in the Bay of Kotor, which you can see from the open sea, called Herceg Novi. 

Marina Porto Montenegro-Tivat – This marina is located at only 4 NM from Portonovi. Since 2010, Porto Montenegro is the official port of entry of Montenegro, so you can finish all the formalities with the port authorities, customs and police here. Within the marina there is a gas station where you can purchase duty-free fuel.

Marina Kotor – It is located in the Bay of Kotor, only a few dozen meters from the Old Town. This port can also carry out all the necessary formalities regarding entry and exit from Montenegro. Distance of this marina from Portonovi is 10.6 NM.
