Harbour Master's Office and the Branch Offices of Montenegro

Harbour Master's Office and the Branch Offices perform inspection supervision over the implementation of regulations in the coastal, sea and inland waterways of the Republic of Montenegro.

Harbour Master's Office Bar has the following Branch Offices:
Lučka kapetanija Bar, Kotor i Lučke ispostave Ulcinj, Budva, Virpazar, Tivat, Zelenika i Herceg Novi

Harbour Master's Office Kotor has the following Branch Offices:

Harbour Master's Office perform administrative, inspection and technical activities in the field of security and safety.

Administrative activities are:
  • entry of ships, yachts and boats in the registers;
  • organizing professional examinations for seafarers;
  • issuing documents to the crew members of ships, yachts and boats.

Inspection activities are:
  • surveillance of ports, marinas and harbors in terms of equipment and suitability of their operative coasts;
  • control of ships in ports in order to protect persons on board and environmental protection;
  • surveillance of ships regarding their sea-worthiness;
  • surveillance of crew aboard ships regarding their number, competency and certification to perform certain duties and tasks in accordance with the ship's documents;
  • control over maintenance of navigable waterways and safe navigation objects on these waterways;
  • control over the work of radio service used for ensuring the safety of navigation and protection of human life at sea, as well as environmental protection;
  • engaging in control of the weather service for the safety of navigation.

Technical activities include:
  • conducting violation proceedings in the administrative procedure against legal and physical persons committing maritime violations.

Required documents for entry of a yacht into the Montenegrin Yacht Register

Montenegrin Yacht Register allows registration of yacht and boats in favorable conditions in
accordance with international regulations.

According to Montenegrin law,
Yacht is navigable vessel intended for pleasure, sports and recreation, with the length of 7 meters and more, which is not engaged in international trade.
For entry into the Montenegrin Yacht Register and acquiring all benefits of the Montenegrin flag the following documents are required:

  1. Application for enlistment of a yacht in the Yacht Register with the proposed name of the yacht (form of the Register)
  2. Certified copy of the Owner’s identification document for a natural person (identity card or passport) or a registration document for a legal entity
  3. Evidence of ownership, declaration of ownership and purpose of the yacht, and the power of attorney in case that the enlistment in the Register is not performed personally by the Owner or co-owner or charterer (form of the Register)
  4. Certificate of regulated mandatory insurance for the amount of at least 800.000,00 €
  5. Application for Radio License (form of the Register)
  6. Document of Deletion from the previous register or, in the case of first registration, Builder’s Certificate
  7. Certified copy of sale and purchase agreement or in case of the first registration, builder’s papers with buyer’s name stated;
  8. International Tonnage Certificate or Builder’s Certificate with technical properties including tonnage data.
  9. Request for getting MMSI number
