Important Update – Duty-Free Fuel Regulations in Montenegro for 2025

With tax-free diesel fuel reinstated, we are pleased to inform you about significant updates regarding duty-free fuel regulations in Montenegro, which are set to enhance operational efficiency while ensuring compliance with local policies. With the return of this significant benefit, we anticipate a successful 2025 season and look forward to continuing our collaboration.

As part of these updates, all duty-free fuel transactions will now require the involvement of a licensed yacht agent to ensure a seamless and compliant process. Below are the key policy changes you should be aware of:

Key Updates to Duty-Free Fuel Regulations


1. Mandatory Agent Involvement 

All duty-free fuel transactions must be arranged through a registered agent, you can use fuel traders for organization of refuelling but local documentation handling and customs procedures must be with agent from Montenegro.

2. Fuel Pricing & Fees 

Prices will be set according to the official Government of Montenegro rates within their validity period, which is set to update on the night between Monday and Tuesday, every two weeks (14 days period). A Fuel Dock Usage Fee might and will be applied based on the quantity supplied and fuel supplier.

3. Documentation & Compliance

All yachts must prepare required documentation in a timely manner, with all requested information along with a valid vignette (transit log) for a period of stay in Montenegrin territorial waters. Customs will require the approved duty-free fuel Request Form along with supporting evidence which needs to be signed and stamped with a boat stamp (mandatory ink stamp on board), captains signature as well as appointed agent sign and stamp.

Eligibility & Booking Requirements


Minimum Stay: Vessels must remain in Montenegro for at least 72 hours after arrival to qualify. 
CLARIFICATION: Counting of the 72 hours begins on first midnight (00:00 CET) after vignette is issued and yacht free practice is approved by Harbour Master.
So, if the yacht arrives at Monday, 08:00 in the morning, or 17:00 afternoon, they will be able to refuel from Friday morning onwards.
Advance Notice: Requests must be submitted at least 72 hours prior to the intended fuelling date.
Booking Confirmation: A confirmed booking is required at least 24 hours before bunkering (urgent requests may be considered on a case-by-case basis).

Regulations that remain same as before


- Upon competition of bunkering and customs and police clearance operations yachts must depart from Montenegrin territorial waters

- Refuelling with these benefits is possible in Port of Bar, Marina Portonovi in Kumbor, and Marina Porto Montenegro in Tivat.

Duty-Free Fuel Returns to Montenegro

Big News for the Yachting Industry: Duty-Free Fuel Returns to Montenegro! 🚤⛽

We are excited to share some fantastic news! 

Montenegro is reintroducing duty-free fuel for foreign yachts and vessels, both private and commercial.

This benefit was cancelled in 2022 but now is reinstated and will be available for everyone in 2025.

DUTY FREE FUEL THIS SUMMER AVAILABLE ONLY IN MONTENEGRO AS ALBANIA SHUTS YACHTS TAX FREE BUNKERING FOR THIS SEASON

As per the latest regulation of Albanian authorities and customs, duty free fuel for yachts is not available in any of Albanian port, it is still cheaper than most of the surrounding countries as duty paid fuel, excluding Montenegro, where you can still get duty free fuel on departure for both commercial and private yachts.

It was announced by the end of the year that it might happen, but as it had a big impact on yachting in Albania and area, everyone thought it is unlikely to happen in such short notice. Starting from 1st of January bunkering in Albania will be possible only with duty paid fuel, two of the biggest refueling points in Albania, Porto Romano in Durres and bunker station in the port of Sarande, just across of the Corfu will be able to deliver diesel fuel for yachts as per government regulated price, currently around 0.90-0.95 Euro per liter, which will be changed depending on the world oil market. Of course, we will be watching the market and situation before the upcoming season and if any change occurs we will update you so that you can plan accordingly.

Tax-free diesel in Montenegro


At the moment situation in Montenegro remains the same as it was in the previous year, there are four main refueling points for duty-free diesel:

⛽ Porto Montenegro in Tivat – can fit all current sizes of yachts with all kinds of connections, starting from a pistol with 40 liters per minute for sailing vessels and smaller yachts, up to 1000 liter per minute on the superyacht dispenser with all possible camlock connections;
⛽ Portonovi, Kumbor – operated by Turkish Asmira company, opened in 2021 this is new duty-free facility in Boka bay which can refuel a bit smaller vessel up to 70-75m LoA with dispenser up to 450 liters in a minute and two smaller dispensers, for yachts up to 35m in the inner part of marina up to 60 liters for single, or 100 liters per minute with dual pistol connection;
⛽ Port of Bar in Bar area – there are two refueling points in the commercial part of the Port which can fit all sizes of yachts and vessels, including cruise and commercial ships (13 meters of draft is limitation) with a fuel rate around 600 liters per minute;
⛽ Fuel station in Marina Bar – operated by Petrol, Slovenian company, this fuel dock is limited with 40 meters of LoA and it is usually for a smaller yacht that are departing further south towards Albania and Greece or crossing towards Italy. There is pistol connection with rate around 90 liters per minute and camlock connection with up to 350 liters per minute.

In other ports and marinas, only duty-paid fuel is available. For duty-free diesel as per Montenegrin government regulation you will need agent who is representing you and sorting out papers with customs representatives.

NEW ENTRY REQUIREMENTS FOR MONTENEGRO

The Government of Montenegro has adopted new Covid-19 measures, which will be valid from December 30, 2021 to January 12, 2022.


Entry requirements - from January 2, 2022


Montenegrin citizens and foreigners can enter Montenegro across all border crossings with one of two proofs, which are:

1. Completely vaccinated against COVID-19 issue by a registered health institution and not older than six months since having the last dose or

2. Proof that a person has recovered from Covid-19 (passed not less than 10 days and not more than 180 days from a positive PCR or a rapid antigen test)

In both cases, the person must possess either a negative PCR test not older than 72 hours or a rapid antigen test not older than 48 hours.

If a person does not have any of these documents, then 10 days of isolation is mandatory. Persons can have their self–isolation terminated after three days of quarantine, with a negative PCR test.

• Bars and restaurants work until 22:00 h (from 1st January 2022). Music is not allowed,

• Entrance into the inside of the restaurants and bars, theatres, cinemas, museums, galleries is possible with one of the proofs from the National digital COVID certificate*,

• Supermarkets, markets, shopping malls, boutiques, beauty salons, hairdressers and similar, have no limitations in working hours,

• Ban on public events, private gatherings, celebrations, parties, weddings.

New Covid-19 measures in Montenegro

The Government of Montenegro has adopted new Covid-19 measures, which will be valid from November 15, 2021 to December 1, 2021.

Entry to Montenegro


- Montenegrin citizens and foreigners can enter Montenegro across all border crossings with one of the proofs from the National digital COVID certificate, which are:

* Completely vaccinated or vaccinated with one dose (if that is the only one);
* Negative PCR test on SARS-Cov-2 not older than 72 hours;
* Proof that a person has recovered from COVID-19 (passed not less than 10 days and not more than 180 days from a positive PCR or a rapid antigen test);
* Negative antigen rapid test - BAT not older than 48 hours.

- Passengers and crew of yachts, passenger ships and vessels entering Montenegro are allowed to come to our country with negative results of the PCR test, which was not older than 72 hours while embarking on the vessel

If a person does not have any of these documents, then 10 days of isolation is mandatory. Persons can have their self–isolation terminated after six days of quarantine, with a negative PCR test.

Exception: People under the age of 18 enter Montenegro unconditionally - both Montenegrin citizens and foreigners.

COVID-19 MEASURES IN MONTENEGRO


Latest Covid-19 restrictions in Montenegro, valid from 9th October.

* Entry in Montenegro is possible only if one of the four conditions are met:
- Person is completely vaccinated;
- Person has negative PCR test not older than 72 hours;
- Person has proof that they have recovered from COVID-19 (positive PCR or rapid antigen test older than 10 days but not older than 180 days);
- Person has a negative rapid antigen test on SARS-Cov-2 not older than 48 hours.

* If a person does not have any of these documents then 10 days of isolation is mandatory that can be terminated after six days if the person is negative on the PCR test.

* People under the age of 18 enter Montenegro unconditionally - both Montenegrin citizens and foreigners.

* Passengers and crew of yachts, passenger ships and vessels entering Montenegro are allowed to come to our country with negative results of the PCR test, which was not older than 72 hours at the time of embarkment.

- Negative PCR test on SARS-Cov-2 not older than 72 hours;
- Proof that a person has recovered from COVID-19 (passed not less than 10 days and not more than 180 days from a positive PCR or a rapid antigen test);
- Negative antigen rapid test-BAT not older than 48 hours.

MONTENEGRO OPENS EVEN MORE AS MASS VACCINATION HAS BEGUN

As the massive vaccination has begun in our country and thanks to strong epidemiological measures from the past period, Montenegro is in a favorable position before the start of the tourist season. Coming out of the so-called "red list" and with completely open borders, we welcome the season, wishing our guests a welcome as a safe destination.
Due to the favorable trend of the epidemiological situation in Montenegro, new, liberalized measures will apply from 12. 5. 2021. - 20. 5. 2021.

⚓ All ports and marinas stay open for entry of the yachts and vessels from all countries.
⚓ Airports Tivat and Podgorica are open for the arrival of both private and commercial flights but not all the lines are back running as usual.
⚓ All land border crossings are open for arrival.
⚓ Negative PCR not older more 72 hours, or positive IgG test not older than 30 days or confirmation that person has been vaccinated and revaccinated more than 7 days before arrival in Montenegro is needed for arrival from all countries except Croatia, Albania, Russia Federation, Ukraine, Belarus, Serbia, North Macedonia, Bosnia and Herzegovina, and Kosovo.

Excluded from this are: Essential transportation workers, including seafarers in transit, as per European Commission recommendations, that are embarking or disembarking in Port of Bar, Marina Budva, Port of Kotor, Marina Portonovi and Marina Tivat (Pier I and Pier II) where police and customs borders are operating.

NEW!! Passengers and crew of yachts, passenger ships and vessels entering Montenegro are allowed to come to our country with negative results of the PCR test, which was not older than 72 hours at the time of embarkation.

➤ On the territory of the whole of Montenegro, the ban on movement, which was valid from midnight to five in the morning, is completely canceled. Also, the ban on intercity traffic, which was in force on weekends, is completely canceled too.
➤ Masks are obligatory in all closed spaces and in open.
➤ Bars and restaurants are open, from 7:00 until 23:00h, with a maximum of 4 people per table. Music is allowed on the terrace.
➤ Supermarkets, markets, shopping malls, boutiques, beauty salons, hairdressers and similar, are working from 07:00 until 22:00.
➤ Gyms and fitness centers are open, from 7:00 until 22:00.

Did you know that tax-free fuel in Montenegro and Albania is 45% cheaper than retail diesel prices in these countries, and up to 60% less expensive than the regular retail price in the EU?
Along the Montenegrin coast, there are three fuel stations where you can supply your yacht with tax and duty-free diesel.
Tax and duty-free fuel are available to both private and commercial yachts with no minimum limit nor registration restrictions.
In Montenegro, as per government regulation, fuel prices change every 14 days (night between Monday and Tuesday) but for large duty-free refueling quantities (over 100000 liters) price can be adjusted depending on the situation.

I. Porto Montenegro – Tivat


Duty-free fuel for no limit in yacht size or quantity.
Positioned at the end of Jetty 3, this specialized fuel dock through it’s system holds stock of up to 800,000 liters of tax and duty-free fuel which can be pumped at up to 1000 liters per minute. The dock is operational all year round (with variation in working time, summer time is from 08.00 until 20.00 and winter time is from 08.00 till 17.00, but everything can be arranged to suit clients needs depending on availability) and up to three yachts can refuel at the same time.
The fuel provided is high-quality Euro diesel (Ultra-Low Sulphur) and you do not have to preorder a specific amount, you can take any quantity that is under safety requirements depending on your tank capacity.

Fuel dock in Porto Montenegro is part of the customs dock and you can clear out of Montenegrin waters as soon as you finish your bunkering directly from the berth.
As this is a specialized place for refueling of yachts additional services like mooring operations, firefighters etc. are included in overall service expenses.
In the winter time short notice for reservation of refueling slot is often possible, but in the season period several days ahead is obligatory due to occupation and availability.

II. Port of Bar



This is part of the commercial Port of Bar where you can refuel all yacht sizes and supply them with any quantity demanded as it is part of a pipeline connected to the main tanks in one of the biggest port in the region.
The maximum draft in the port is 13 meters, and same as in the Boka Bay area pilotage is mandatory for all yachts over 1000 GRT.
At the moment due to limited capacities only one yacht refueling is possible and it is always advised to schedule your time several days ahead.

This is a commercial port and Port due (e.g. fireman’s, mooring, unmooring, garbage, oil spill protecting system, etc.) will be charged per each operation depending on time used to complete it.
Customs and police clearance can be done at the spot and departure is possible directly from the bunkering berth.

III. Marina Bar



The refueling station in Marina Bar is the smallest in it’s capacity, with tanks holding up to 30000 liters and size limit of 40 meters with a maximum draft up to 4.5 meters. The announcement is obligatory in both winter and summer season, with the exception in winter that it can be in one or two days and in summer is better to be more that three days prior to refueling. If larger quantities are required at any time it is best to advise earlier so that everything can be organized accordingly.

Operation services are included in the price and it is obligatory to move back to customs dock (in Port of Bar) to finish customs formalities as well as check out procedure so that you may depart to your next destination.

Customs regulations in Montenegro


A valid vignette and a stamp with yacht’s details (name of the yacht, registration number, and port of registry engraved in it) are required to acquire duty-free fuel. Upon completion of bunkering the yacht must leave the territorial waters of Montenegro without delay, except in some unexpected emergency situation with the allowance from custom and police authorities.

Tax and duty-free fuel are available to both private and commercial yachts with no minimum limit nor registration restrictions in Albanian ports.
Tax-free fuel supply is governed by Regulations on Special Customs Supervision, and Customs Procedures for Goods used for supply of transportation means in international traffic.
Tax-free supply is delivered by truck.

CURRENT COVID-19 UPDATE FOR ARRIVAL OR STAY IN MONTENEGRO VALID UNTIL 17. 3. 2021.

As the situation is rapidly changing day by day, Montenegro has added new measures in the fight with coronavirus.

Added on the previous measures that we have posted in update before here are new measures issued by the Montenegrin government:

- Negative PCR not older more 48 hours, or positive IgG test not older than 30 days or confirmation that person has been vaccinated and revaccinated more than 7 days before arrival in Montenegro is needed for arrival from all countries except Croatia, Albania, Serbia, Bosnia and Herzegovina, and Kosovo starting from 13.03.2021.

Excluded from this are:

Essential transportation workers, including seafarers in transit, as per European Commision recommendations, that are embarking or disembarking in Port of Bar, Marina Budva, Port of Kotor, Portonovi Marina and Porto Montenegro - Tivat (Pier I and Pier II) where police and customs borders are operating. 

These persons are allowed to transit to and from their vessel in order to begin or end their work contract on a yacht or vessel.

- All coastal cities (Ulcinj, Bar, Budva, Tivat, Kotor, Herceg Novi) are closed, and it is not allowed to move from one municipality to another without special permission and reason for that traveling.
If you are going on a plane or train, a boarding pass or ticket for an international train ride is valid as proof.

If you are working onboard then a letter with reason of traveling in Montenegrin language and contract of employment is required as police controls all cars on exiting/entry into municipalities.

- It is not allowed for more than two persons staying in groups in open spaces.
- In parks, beaches, and outdoor spaces for space and recreation it is not allowed to stay for a long time.

Ports of entry - Adriatic sea

The Adriatic Sea is located between the Balkans (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Albania) and the Apennine Peninsula (Italy). The Adriatic Sea is connected with the Ionian Sea. The border between these two seas is the Otranto Gate, 75 kilometers wide, between Italy and Albania.
The Adriatic surface is 138 595 km2, 738 km long, the average width is 159.3 km, and the average depth is 173 m.
Geographical coordinates: Geographical latitude between 39°45'N i 45°45'N;
                                              Geographical length between 12°15'E i 19°45'E.
Winds: Bura, Jugo, Maestral.
Surface currents on the Adriatic: Sea currents on the Adriatic have no significant impact on navigation safety. The average velocity of the sea currents is about 0.5 knots, but in the channels, near the river mouths and narrow passages there can be 4 knots.
Waves: waves mostly occur as a result of the wind. The wave height is predominantly between 0.5 and 1.5 m, and very rarely exceeds 5 meters.
Sea temperature: The Adriatic Sea has an outstanding annual temperature fluctuation on the surface of the sea. In winter the temperature of the sea is about 7°C. In spring, the temperature of the sea gradually increases to 18°C, and during the summer it reaches 25°C, and in some parts of the southern Adriatic and up to 27°C.  
Salinity: The average salinity of the Adriatic Sea is 38.3 ‰.
The Adriatic Sea is very attractive for cruising motor yachts, speedboats or sailing boats.

Tax and duty-free diesel in Montenegro

Montenegro offers tax and duty-free fuel for private and commercial vessels at a price of about 45% lower than the standard retail price, making Montenegro a tempting destination on the Adriatic Sea. 
Along the Montenegrin coast, there are three fuel stations where you can supply your yacht with tax and duty-free diesel. This are some important facts that can help you if you planning to visit Montenegro or other Mediterranean countries.

Port of Bar

D.O. grade: Euro diesel and GasOil 0.1 – TAX and DUTY FREE;
Yacht length: up to 140 meters;
Yacht Draft: up to 13 meters;
Quantity limitation: up to 1.000.000 liters;
Working hours: High season – 00:00 to 24:00 hrs;
                            Low season – 07:00 to 19:00 hrs.
NOTE: This is a commercial port and Port due (eg. firemans, mooring, unmooring, garbage, oil spill protecting system, etc.) will be charged.


Marina Bar

Yacht length: up to 45 meters;
Yacht Draft: up to 4,5 meters;
Quantity limitation: up to 30.000 liters;
Working hours: High season – (June 1st to September 30th) 8:00 to 20:00 hrs;
                            Low season – (October 1st to May 30th) 9:00 to 17:00 hrs.
NOTE: For quantities above 20.000 liters 2-3 days notice required. During summer season this fuel dock is also pretty busy.

Yacht length: up to 250 meters
Yacht Draft: up to 15 meters
Quantity limitation: up to 800.000 liters
Working hours: High season (May 1st to September 30th) – 8:00 to 20 hrs; 
                            Low season (October 1st to April 30th) – 9:00 to 17 hrs.
NOTE: During summer season up to 7 days in advance notice required due to busy schedules.

Important note: For duty-free refueling, a valid vignette and a stamp with yacht’s details are required. Upon completion of bunkering, the yacht must clear out Montenegro territorial waters the shortest way. Duty-free fuel cannot be consumed in the country.

By standard retail prices of fuel, you can supply your vessel in Port of Kotor, Marina Kotor and Dukley Marina Budva.
