Port of Bar and Marina Bar

The captain who operated a foreign yacht, and entering the waters of Montenegro is obliged to sail to the port of destination open for international traffic, for carrying out border checks, obtaining a vignette and list of crew and passengers, if there is any.

Port of Bar and Marina Bar

The captain of the vessel can be operated prior to arrival, by email, fax, or via the port agent to submit copies of documents for obtaining a vignette and endorsement of crew and passengers. Border control includes measures and actions that are carried out at the border crossing during or immediately after completion of crossing the state border in order to control the legal entry of persons in Montenegro.

For vessels that are over 1000 GT when entering or leaving to/from the territorial waters of Montenegro pilotage is required. The exception is that they are exempt pilotage captains who are more than five times the same ship sailed to the Port of Bar.

After a successful border control, the person who manages the vessel is obliged to obtain a vignette. To obtain a sticker, issued by the Harbour Master's Office or Branch Office Bar, submitted the following evidence:

1) a request for obtaining a vignette;

2) Certificate of Registration;

3) a certificate of ability of the person who manages a foreign yacht and crew members (GMDSS);

4) of certification of the insurance scheme from liability for damages caused to third parties (at least 800.000,00EUR);

5) certificate of ownership or notarized power of attorney to use;

6) certificate of payment of fees for the use of navigational safety and administrative fee.

Vignette includes the auxiliary vessel (tender) which are located on the yacht. 

Exemption: The yacht, which is due to exposure to the boat show or participating in a sport competition, does not have to possess a vignette, for a period of 48 hours before and after the fair or competition, provided that the organizer reported the arrival of her Master's Office or Branch Office Bar.

The next step is the registration of vessels in the register, which performs the Harbour Master's Office, and registration must be carried out for vessels that are permanently or predominantly retained in the Montenegrin waters. To enter it is necessary to submit: a general statement, crew list, passenger list. Navigation permits issued after the registration of vessels in the register.

Citizens of the following countries may enter, pass through the territory and stay in Montenegro up to 30 days with a valid passport without a visa: Albania, the Republic of Ecuador, the Republic of Cuba, the Republic of Peru, the Russian Federation and Ukraine.

The procedures for entering the Port of Kotor and Marina Kotor

Port of Kotor and Marina Kotor 

The captain of the ship or yacht which plans to sail into the Port of Kotor first of all has to check whether there is an available berth in Kotor port or marina.

The captain of the ship that comes in the port of Kotor is obliged to report the arrival 24 hours in advance and to confirm the arrival of the ship again 12 hours before. If the vessel is late for some reason, one hour delay is tolerated.

Kotor

For vessels which have over 1000 GT when entering the port or leaving from ports and marinas of Montenegro, pilotage is compulsory.

The exception is that the pilotage is not necessary for the captains who sailed more than five times with the same ship into the Port of Kotor, and have the approval of Port Authority Kotor or some of its outposts.

After entering the territorial waters of Montenegro, Captain is obligation to report to the nearest Harbour Master (Kotor, Bar) or the Harbor Master's Office (Zelenika, Tivat, Budva, Ulcinj). While signing up, some of the tasks to be performed are: border control, issuing vignette, providing the list of all crew members and passengers.

Port of Kotor 

Border checks can be carried out at sea or after docking the vessel. These checks will establish whether all members of the crew and passengers fulfil the conditions for entry into/exit from Montenegro (possession of valid travel documents, visas and residence permits).

Prior to arrival at the Port of Kotor, the commander of the ship can e-mail or fax copies of documents required for the issuance of vignettes and crew and passenger lists. All of these tasks can be performed through an authorized person - Port Agent.

During the berthing operations of the yachts of over 1000 GRT in the Port of Kotor or marina Kotor, the Port Agent services are compulsory.

Vignette – In order for the Harbour Office or its branches to be able to issue a vignette (proof of eligibility for the navigation of a foreign ship or yacht in the territorial waters of Montenegro) the following proof must be submitted: 

• A request for obtaining a vignette, 
• The certificate of registration of the vessel, 
• Certificate of the ability of the person operating the boat or yacht (Master’s/Skipper’s Certificate, GMDSS certificates, the certificates of the rest of the crew) 
• The insurance policy against liability for damage caused to third parties, for the minimum of € 800.000,00. 
• Proof of ownership or a notarized power of attorney to manage the yacht, 
• Proof of payment of fees for the use of navigational safety and administrative fee. 

Exemption: The yacht, which is due to be presented at a nautical fair or participate in a sport competition does not have to possess a vignette in the period of 48 hours prior and 48 hours after the event or competition, provided that the organizer of the competition or fair reports its arrival to the Harbour Office or its branch. The vignette is not needed for a foreign yacht placed for safekeeping or repair in a port or other approved location.

Crew List and Passengers List - The master or skipper of a foreign yacht is obliged to deliver the list of crew and passengers to the relevant authorities. The list shall be submitted during customs clearance. In the list you must enter the name, date of birth, nationality, number and type of travel document and, if necessary, the number of visas of the passengers and crew. If you have a change of crew and passengers, these procedures will be executed before the vessel leaves the port, and shall be certified by the Harbour Office or its branch.

The ship or yacht cannot leave the port area before the payments of all accrued charges for your stay in port are settled.

What to visit near Dukley Marina Budva?

The old town of Budva

The walls and the towers of the Old Town are a testament that Budva is one of the oldest cities of the Adriatic. Cobbled streets, medieval cathedrals, and ancient facades in its historic quarter give it a form a labyrinth. Becici

Becici is situated 5km northeast of Budva. Becici beach is 1 950m long, and it is known to be among the most beautiful beaches in Montenegro and the southern Adriatic. This beach won the Grand Prix in Paris for the most beautiful beach in Europe in 1935.

Sveti Stefan

Sveti Stefan is a settlement near Budva, located only 10 km away. Sveti Stefan is connected to the mainland by a narrow earthen causeway, which is probably the reason why they started calling it the "Montenegrin Palm of Dubai." Although this is quite questionable, since Sveti Stefan has existed for hundreds of years, while the Palm not even a decade. This island is the most luxurious resort in Montenegro and one of the most luxurious resorts at the Adriatic coastline.

Petrovac

The old town of Ulcinj is one of the oldest architectural and urban units of the Adriatic. 

It is a common opinion that the Old Town with its Illyrian walls, the Citadel, a set of street networks, markets and squares, valuable architectural buildings, especially urban landscape, is in its entirety a cultural and historical monument of vital importance. As the most important historical sites of Ulcinj, we suggest you to visit: Balsica Tower, the Palace, the courts and the Square of Slaves. 

Jaz 

Jaz is a beach located 3 km west of Budva. It consists of two parts, one with the length of 500m, and the other of 300m. Being one of the longest beaches in Montenegro it is a favorite among tourists. 

Kotor 

For its beauty, vastness and magnificent terrain, the Bay of Kotor is among the most interesting natural attractions of the Mediterranean. Surrounded by Mount Lovcen and the sea, Kotor is located at the end of the Bay of Kotor, officially one of the 25 most beautiful bays in the world. It is about 23 km from Budva. The old town is surrounded by high walls, above which rises the old fortress on the Sveti Ivan hill (260 m). 

The old town of Kotor has three gates. The gate facing the sea that led to the city promenade and coastline; The gate near the river faces the direction to Risan and Herceg Novi; while the gate of Gurdic, faces the direction to Trojica and the intersection of Cetinje - Budva.

Tivat is one of the youngest and most modern cities of the Bay of Kotor, situated 25km west of Budva. Porto Montenegro marina is situated in the Bay of Tivat. Lake Skadar 

The largest lake in the Balkan Peninsula is only 40 km away from Budva. Distance of Portonovi from Montenegrin marinas:

Marina Portonovi is located 3.5NM of the only town in the Bay of Kotor, which you can see from the open sea, called Herceg Novi. 

Marina Porto Montenegro-Tivat – This marina is located at only 4 NM from Portonovi. Since 2010, Porto Montenegro is the official port of entry of Montenegro, so you can finish all the formalities with the port authorities, customs and police here. Marina Bar – It is located at 35NM away from Portonovi. A system for controlling traffic at sea - Montenegro

Vessel Traffic Monitoring and Information System (VTMIS) of the territorial waters of Montenegro

Starting from the 1st of January 2017, the Maritime Safety Department of Montenegro has introduced a mandatory check-in system for all vessels entering and leaving the VTS zone (Vessel Traffic System) responsibility of 12 nautical miles, or reporting to Montenegrin VTS in Dobra Voda.

The obligation of all vessels that are in the VTS area is sending input and output reports or deviational and incident reports in cases of emergencies.

Monitoring and management of maritime navigation is implemented in order to increase the safety of maritime navigation and protection of the sea from pollution.

Monitoring and management of maritime navigation (VTMIS) includes:

1. Gathering data on vessels and maritime navigation;

2. Providing data to all vessels;

3. Providing navigational advice and support for vessels;

4. Organizing navigation and management of maritime navigation;

5. Control over the safety of navigation.

The system for monitoring, providing information and management of maritime navigation is done in collaboration of the Harbour Master and the port authorities with vessels that are in use or are in the internal waters, territorial waters and continental belt of Montenegro. This system is being implemented in order to increase the safety of maritime navigation, efficiency of maritime traffic and the protection of the marine area.

VTMIS (Vessel Traffic Monitoring and Information System) equipment is located at the following locations: Dobra Voda (Bar), Obosnik (Lustica peninsula), Crni Rt (Sutomore), Mavrijan (Ulcinj). Equipment includes: maritime radar system, radio communication system, the coastal system of automatic identification of ships, weather stations, electronic cartography, direction finder and backup linking network.

When the vessel in the area of international navigation intends to sail into the VTS area, it is necessary to prepare the following information: name of the vessel, international call sign, position, speed, destination and estimated time of arrival (ETA) 15 minutes in advance and at the latest when the vessel enters the area. It is necessary to collect this information for vessels whose capacity is 300 GRT and over, vessels measuring over 50 meters, vessels that suffer from limited manoeuvrability, vessels on international voyages, vessels engaged in towing/tugging operations, vessels that are carrying dangerous goods or polluting substances, and all vessels which represent a potential risk for navigation, people and the environment.

Informational service - electronic notifications of arrival and departure of vessels 

The Maritime Safety Department has established an informational system for the reporting of vessels entering and departing some of Montenegrin ports. The necessary documents for obtaining a vignette, which the master of the ship shall submit to the shipping agent upon arrival and departure from the territorial waters of Montenegro, are processed and forwarded to state bodies and institutions. Software for automatic forwarding of mandatory documents from the ship made it possible to replace the existing manual system with an automated one. Tourist tax for navigators-Residence tax for vessels

THE COLLECTION OF NAUTICAL TAXES HAS STARTED FOR YACHTS AND OTHER VESSELS IN TIVAT

In the upcoming nautical season 2017 and on the basis of the Law on Residence Tax, the municipality of Tivat begins with the collection of the taxes from the vessels engaged in nautical tourism. A representative of the Tourist Organization of Tivat shall perform the charging of such fees.

Each foreign vessel (ship or yacht with built in beds that are used for vacation, sports, recreation, leisure, cruising...), who happens to be in the territorial waters of Montenegro is obliged to pay the tax. Residence tax for vessels depend on the period of their stay in Montenegro and the length of the vessel.

Residence tax may be taken out for a period of 7, 15, 30, 90 days and for a period of one year, depending on the period for which the vignettes are taken. The minimum amount of the fee is 5 euros and it is paid by owners of vessels from seven to ten meters in length, which will be staying in Montenegro up to seven days. Vessels that remain in Montenegro for up to one year and whose length is over 20 meters pay a maximum amount of 120 euros.

It is necessary to pay the tax either when obtaining approval for free traffic, after obtaining a vignette or at the latest prior to departure. A certificate of registration of the vessel is the main document from which to take necessary information when calculating and collecting the residence tax. Certificate shall be issued for paid residence tax. Paid tax applies to the whole stay of the vessel with crew and passengers, while berthing in marinas or ports in addition to moorings, anchorages and internal waters.

Hanse Cup Adriatic 2017

HANSE SAILING REGATTA 22.04.2017-26.4.2017

Fifth time in a row, the Hanse Cup Adriatic will be held from April 22nd and will last until 26th of April 2017. The event will be organized in accordance with ISAF RRS 2017-2020 HJS safety regulations and according to sailing guidelines. The event will be held on the waterways of Central Dalmatia including Split, the islands of Solta, Hvar, Pakleni otoci and Vis. Sailing boats will be grouped according to the length of the hull (LOA). The final results will be calculated by the NHS (National Handicap survey) measure system.

The contest organizer has the right to refuse entry into the competition to a Hanse boat on which major changes were made.

One group must contain at least three boats and the committee for the race can change the schedule of the groups according to the number of boats.

Fees for participation in Hanse Cup Adriatic

Anyone interested can apply to participate no later than 10/04/2017. Payment for participation by vessel is 70EUR.

The completed form can be submitted online (www.hansecupadriatic.com), via e-mail or fax no later than 10/04/2017.

Each participant shall pay the amount of 160EUR at the time of registration to book dinners and organization of entertainment programs. Payment is made in cash.

Note: The fee for the berthing is not included in the above mentioned prices, so the participants need to address the Harbour Master or Marina authorities.

Submission of applications for participation in the race and all the necessary payments can be done in Croatia Yachting office, as well as in Marina Kastela.

Responsibilities

All competitors participate at their own risk. For damage and accidents that occur before or during the race organizers themselves do not assume any responsibility.

Prizes

Trophies and prizes will be awarded to the participants of the regatta, which occupy the first, second and third place.

Hanse Cup Adriatic 2017

 Hanse jedriličarska regata 22.04.2017-26.4.2017 

Hanse Cup Adriatic peti put za redom održaće se od 22. Aprila i trajaće do 26. Aprila 2017. godine. Regata će biti organizovana u skladu sa ISAF RRS 2017 do 2020 HJS propisima bezbjednosti i prema Upustvima za jedrenje. Regata će se održati na plovnim putevima srednje Dalmacije koji obuhvataju Split, ostrva Brač, Hvar, Paklena ostrva i Vis. Ukoliko ste ljubitelj jedrenja Hanse Cup Adriatic je pravo mjesto za početak sezone jedrenja. Regata će vam pružiti tri dana nezaboravnog jedrenja i zabave.

Organizator ove regate je Jedriličarski klub Zenta dok je suborganizator Croatia Yachting d.o.o.

Osnovna pravila i program

Osnovno pravilo regate jeste da samo Hanse jedrilice mogu da učestvuju u istoj. Obavezna upotreba isključivo samokačivog jedra, dok se genaker može upotrebljavati za jedrenje niz vjetar.

Podjela u grupe

Jedrilice će biti grupisane prema dužini trupa (LOA). Krajnji rezultati će se obračunavati od strane NHP ( Nacionalni hendikep premjer) mjera sistema.

Organizator takmičenja ima pravo da odbije prijavu Hanse jedrilice na kojoj su izvršene velike promjene.

Jedna grupa mora sadržati najmanje tri broda a komisija za trke može da promijeni raspored po grupama prema broju jedrilica.

Naknade za učestvovanje u Hanse Cup Adriatic

Svi zainteresovani mogu da se prijave za učešće najkasnije do 10.04.2017. Uplata za učešće po plovilu iznosi 70EUR.

Popunjeni formular može se dostaviti on-line (www.hansecupadriatic.com), putem e-maila ili faksom najkasnije do 10.04.2017.

Svaki učesnik u trenutku upisa dužan je uplatiti iznos od 160EUR za rezervaciju večere i organizaciju zabavnog programa. Uplata se vrši u gotovini.

Napomena: Naknada za vez nije uračunata u prethodno naznačene cijene pa je neophodno da se učesnici obrate u Marini ili Lučkoj kapetaniji.

Odgovornost

Svi takmičari regate učestvuju na sopstveni rizik. Za štete i nezgode koje nastanu prije ili u toku same regate organizatori ne preuzimaju nikakvu odgovornost.

Trofejima i nagradama biće nagrađeni učesnici regate koji zauzmu prvo, drugo i treće mjesto.

Sistem za nadzor saobraćaja na moru-Crna Gora

Nadzor, informisanje i upravljanje pomorskom plovidbom (VTMIS) na teritorijalnom moru Crne Gore

Za sva plovila koja ulaze i izlaze iz takozvane VTS (Vessel traffic sistem) zone odgovornosti od 12 nautičkih milja počev od 1. januara 2017. godine Uprava pomorske sigurnosti Crne Gore uvela je obavezni sistem čekiranja, odnosno javljanja crnogorskom VTS centru u Dobroj Vodi.

Obaveza plovila koja se nalaze u VTS području jeste slanje ulaznog i izlaznog izvještaja, odnosno devijacionog i incidentnog izvještaja u slučajevina vanrednih situacija.

Nadzor i upravljanje pomorskom plovidbom sprovodi se sa ciljem da se poveća sigurnost pomorske plovidbe i zaštite mora od zagađenja.

Nadzor i upravljanje pomorskom plovidbom (VTMIS) obuhvata:

1. prikupljanje podataka o plovnim objektima i pomorskoj plovidbi;
2. davanje podataka plovnim objektima;
3. davanje plovidbenih savjeta i podrške u plovnim objektima;
4. organizaciju plovidbe i upravljanje pomorskom plovidbom;
5. nadzor nad sigurnosti plovidbe.

Sistem za nadzor, informisanje i upravljanje pomorskom plovidbom vrši se u saradnji Lučke kapetanije i organa uprave sa plovnim objektima koji plove ili se nalaze u unutrašnjim morskim vodama, teritorijalnom moru i epikontinentalnom pojasu Crne Gore. Ovaj sistem se sprovodi kako bi se povećala sigurnost pomorske plovidbe, efikasnost pomorskog saobraćaja i zaštita morskog prostora.

VTMIS (Vessel Traffic Monitoring and Information Sistem) oprema se nalazi na sledećim lokacijama: Dobra Voda (Bar), Obosnik (poluostrvo Luštica), Crni rt (Sutomore), Mavrijan (Ulcinj). Oprema sadrži: pomorski radarski sistem, radio komunikacioni sistem, obalni sistem automatske identifikacije brodova, meteostanice, elektronsku kartografiju, radiogoniometar kao i rezervnu linkovsku mrežu.



U koliko plovni objekat iz područja međunarodne plovidbe namjerava da uplovi u VTS područje potrebno je prikupiti sledeće podatke: ime plovnog objekta, međunarodni pozivni znak, poziciju, brzinu, odredište kao i procijenjeno vrijeme dolaska (ETA) 15 minuta prije, a najkasnije prilikom ulaska plovnog objekta. Ove podatke je neophodno prikupiti za plovila nosivosti 300 bruto tona i više, brodove dužine preko 50 metara, brodove koji imaju ograničene manevarske sposobnosti, plovila na međunarodnim putovanjima, plovila koja potiskaju ili tegle druge objekte, brodove koji prevoze opasne ili zagađujuće materije, kao i sve plovne objekte koji predstavljaju potencijalni rizik za navigaciju, ljude i životnu sredinu.

Informacioni servis-elektronska najava dolaska i odlaska plovila

Uprava pomorske sigurnosti uspostavila je informacioni sistem za najavu brodova koji uplovljavaju i isplovljavaju iz nekih od crnogorskih luka. Dokumenti neophodni za dobijanje vinjete, koje je zapovjednik broda obavezan da dostavi pomorskom agentu prilikom dolaska i odlaska iz teritorijalnih voda Crne Gore se obrađuju i prosleđuju državnim organima i institucijama. Softver za automatsko prosleđivanje obaveznih dokumenata sa broda omogućio je da se postojeći manuelni sistem zamijeni automatizovanim.

VTMIS sistem će olakšati akcije spašavanja na moru, koje koordinira Uprava pomorske sigurnosti. Ovaj sistem doprinosi boljem radu Koordinacionog centra za traganje na moru jer omogućava precizno pronalaženje plovila koja su ugrožena.

Turistička taksa za nautičare - Boravišna taksa za plovne objekta

Počela naplata nautičke takse za jahte i druga plovila u Tivtu

U predstojećoj nautičkoj sezoni 2017. godine, opština Tivat po osnovu Zakona o boravišnoj taksi za plovne objekte nautičkog turizma počinje sa naplatom iste. Naplatu pomenute takse vrši predstavnik Turističke Organizacije Tivat.

Svaki strani plovni objekat (brod ili jahta sa ugrađenim ležajevima koji se koriste za odmor, sport, rekreaciju, razonodu, krstarenja...) koji boravi u teritorijalnom moru Crne Gore u obavezi je da plati boravišnu taksu. Visina boravišne takse za plovne objekte zavisiće od vremenskog perioda njihovog boravka u Crnoj Gori i od dužine plovila.

Boravišna taksa se može uzeti na vremenski period od 7, 15, 30, 90 dana i na period od godinu dana u zavisnosti od perioda za koji se uzma vinjeta. Najmanji iznos takse od 5 eura plaćaju plovila dužine od sedam do deset metara koja se u Crnoj Gori zadržavaju do sedam dana. Plovila koja ostaju do godinu dana a njihova dužina iznosi preko 20 metara plaćaju maksimalni iznos boravišne takse od 120 eura.

Prilikom dobijanja odobrenja za slobodan saobraćaj, odnosno po preuzimanju vinjete a najkasnije prije isplovljenja neophodno je platiti boravišnu taksu. Prilikom obračuna i naplate boravišne takse, sertifikat o registraciji plovnog objekta glavni je dokument iz kog se uzimaju neophodni podaci. Za plaćenu boravišnu taksu izdaje se potvrda. Plaćena taksa odnosi se na cijeli period boravka plovnog objekta sa posadom i putnicima, kako na vezu u marinama ili lukama tako i na privezištima, sidrištima, unutrašnjim morskim vodama.
