Vignette in Montenegro

Foreign yacht needs to have a vignette displayed on a prominent position. Validity period of a vignette varies from 24 hours to up to one year from the issue date. Master or skipper of a foreign yacht, whose request for a vignette was refused by the Harbour Master’s Office or Branch Office, shall leave the Republic with the vessel following a specified route and within the period determined by the Harbour Master’s Office or Branch Office.

Vignette in Montenegro

Foreign yacht, moored or undergoing repairs in a port or other approved location, is not required to have a vignette. Foreign yacht taking part in a sport competition or attending a nautical fair is not required to have a vignette, provided that organizers of the sport competition or nautical fair have notified Harbour Master’s Office or Branch Office at least 48 hours prior to the beginning of the competition or fair. Organizers of sport competitions or nautical fairs shall also submit a list of persons aboard a foreign yacht.

Documents required for issuing the vignette for motor yacht:

1. Notice of arrival;
2. Registration and seaworthiness certificate;
3. Master’s and crew’s appropriate certificates of qualifications in accordance with national regulations of the country that they are coming from, but without violating the STCW convention or regulation of the Montenegro ( Master/Skipper licence and GMDSS Certificate);
4. Crew and passenger list endorsed by Harbour Master’s Office or Branch Office;
5. Insurance against liability for damage caused to third parties  of minimal amount of 800.000,00 EUR;
6. Ownership or authorization for use;
7. Proof of payment for the usage of navigable waterways.
8. For animals aboard a yacht it is necessary to produce veterinary certificates issued by the authorized institution of the domicile state of the animal’s owner.

Duty Free Fuel for yachts of up to 200 meters in Porto Montenegro - Tivat

In-line with the latest marina extension, Porto Montenegro has launched a new refueling station which can now support yachts of up to 200m (16m draft). Positioned at the end of Jetty 3, this specialized fuel dock holds stock of up to 800,000 liters of tax and duty-free fuel which can be pumped at up to 1000 liters per minute.

Tax and duty-free fuel is available to both private and commercial vessels at a cost approximately 45% less than retail price, with no minimum limit or additional fees. The dock is operational all year round and boasts additional benefits including:

• 3 berths for refuelling plus a tender and jet ski pontoon
• Fuel quality monitored by Inspectorate/Bureau Veritas
• Quality of fuel supplied according to ISO 8217/2010

CUSTOMS REGULATIONS 

A valid vignette and a stamp with yacht’s details are required to acquire duty free fuel. Upon completion of bunkering, the yacht must leave the territorial waters of Montenegro.  However, with Customs permission, yachts taking duty free fuel can stay in the marina for up to 24 hours.

Orders for fuel should be placed preferably 24 hours in advance during working days and 48 hours in advance for delivery during weekends and on Mondays.

Pilotage in Montenegro

Pilotage is compulsory for yachts of over 1000 Gross Tonnage that are in the Register and foreign yachts entering the waters of the Republic of Montenegro.

For yachts of over 1000 GT or mega yachts, hereof, pilotage is compulsory in the port of Bar and Bay of Kotor area (Port of Kotor, Porto Montenegro - Tivat, Port of Zelenika, Port of Risan, marina Kotor, marina Portonovi).

Boka Bay

Exception from pilotage service from authorized companies: pilotage is not compulsory for a yacht operated by a person who entered the same port more than five times, with previously granted permission from Harbour Master’s Office or Branch Office.
